The Oklahoma County Court Clerk is the keeper of most court records in the county. Rick Warren holds the position. His office sits in the Oklahoma County Annex Building at 320 Robert S. Kerr Avenue, Suite 409, Oklahoma City, OK 73102. The phone number is 405-713-1705. Hours are Monday through Friday, 8 AM to 5 PM, and the office stays open during lunch. The Court Clerk also runs a satellite office at 7 North Broadway in Edmond for residents on that side of the county.
Copy fees are $1.00 for the first page. Each page after that costs $0.50. A certification stamp is $0.50 per document. Authentication runs $7.00 per certificate. Marriage license copies cost $2.00 for a certified version. Payment is by check, money order, or credit card for in-person visits. Requests made by mail need a self-addressed stamped envelope. Most requests are done within 10 business days once payment clears. Under the Oklahoma Open Records Act in Title 51, Sections 24A.1 through 24A.29, court records are open to public inspection unless sealed or expunged by a judge.
The Court Clerk handles many types of cases. Criminal felonies and misdemeanors make up a large share. Civil filings, small claims, probate, guardianship, and adoption cases are also part of the caseload. Marriage licenses are issued here too, at a cost of $50 (or $5 with proof of premarital counseling). The office also provides passport processing services on weekdays from 8 AM to 4 PM, with an execution fee of $35.

Access Rules for Oklahoma County Records
Court records in Oklahoma County are public under the Oklahoma Open Records Act. You do not have to be a party to the case. You do not have to give a reason. Most files at the Court Clerk's office are open for inspection. Criminal case records show charges, pleas, and sentencing. Civil records show filings, motions, and judgments.
Some records are off limits. Juvenile cases are sealed by law. Adoption records stay private. Expunged records are erased from public access entirely and will not show up on OSCN or in an OSBI background check. Cases that a judge has ordered sealed also cannot be viewed. Under Title 74 O.S. Section 150.9, any criminal history obtained through OSBI that is not already a public record must be kept confidential by the person who requested it.
